Leadership Snapshot

For over 15 years, our experts have been committed to guiding employers through the best fringe benefit for prevailing wage workers.

Mel Stein

CEO

As CEO of BCT, Mel oversees and promotes the company’s Supplemental Unemployment Benefits Plan by applying his vast knowledge of Prevailing Wage Law and how it applies to construction. In his day-to-day work, he attends committee meetings and conferences to ensure the plan’s accuracy and usefulness within current laws and regulations as it relates to BCT’s employers and employees.

Mel is passionate about helping employers succeed in bidding and landing their desired jobs. He is continuously inspired to share how BCT will benefit contractors in future projects and how, with the Supplemental Benefits Plan, employees can provide for their families during layoff seasons.

Rachel Snyder

VP of Sales Operations

In her role as VP of Sales and Operations, Rachel grows BCT’s territory while educating contractors and their teams about the company’s Supplemental Unemployment Benefits Plan. She accomplishes this by applying her industry knowledge to relationship building and public speaking. Comfortable on any active construction site, Rachel enjoys  hearing how BCT helps contractors win more projects and retain quality employees.

Rachel fondly recalls assisting her father on roofing projects as a child. A firm believer in hard work, stellar customer service and helping both employee and employer succeed, she takes satisfaction in BCT’s ability to help clients adapt in an unpredictable market.
